LTO EASTERN SAMAR DISTRICT OFFICE GETS HOUSE OK

The House of Representatives approved on third and final reading a measure seeking to establish a regular Land Transportation Office (LTO) district office in the Municipality of Guiuan, Eastern Samar.

The measure, authored by Eastern Samar Lone District Representative Christopher Sheen Gonzales and 4Ps Party-list Representative Marcelino Libanan, was approved by the House before Congress adjourned earlier this month. It has since been transmitted to the Senate for consideration.

“Many of our constituents currently spend considerable time and money traveling to other areas simply to renew their driver’s licenses, register their motor vehicles, transfer ownership, secure permits, and complete other LTO transactions,” the legislator said.

“It will improve public convenience, help decongest existing LTO offices, and enable our constituents to obtain services more efficiently and at lower cost.”

Under House Bill No. 9152, the existing LTO extension office in Guiuan will be upgraded into a full-fledged district office with authority to provide the complete range of frontline services, including driver’s license applications and renewals, motor vehicle registration, transfer of ownership, issuance of permits and clearances, and other transactions for motorists, vehicle owners and transport operators in Eastern Samar.

The bill directs the Secretary of the Department of Transportation (DOTr) to immediately include the conversion of the Guiuan LTO extension office into a regular district office in the department’s program.

Funding for the conversion shall be charged against the DOTr’s current appropriations, while the amounts necessary for its continued operation shall be included in the annual General Appropriations Act.

Gonzales previously served as mayor of Guiuan and vice governor of Eastern Samar.
